Types of Permits

Single Residence and Work Permit for third-country nationals

Since 2015, the permit that allows a foreigner who is not a member of the EEA, EU, or the Swiss Confederation to work and live in Slovenia is called the Single Residence and Work Permit.

The basis for obtaining a residence and work permit is employment. This condition can be met in two ways: having a Slovenian employer (signed employment contract) or opening a company in which the foreigner can be employed.

The validity of the first permit is usually 1 year (renewable for 2 years).

A permanent residence permit can be applied for after 5 years of living in Slovenia, and citizenship after 10 years.

Residence permit for citizens of the European Economic Area (EEA), EU, and the Swiss Confederation – the EEA card


EU citizens can apply for a residence permit for the following reasons:

  • employment or work;
  • self-employment;
  • study and other forms of education;
  • family reunification; and
  • other reasons.

In the cases mentioned above, the foreigner must register their personal residential address with the competent authority. The Administrative Unit issues a certificate of residence until a final decision is made. The residence permit is issued to the foreigner for a period of at least five years.

A permanent residence permit can be applied for after 5 years of living in Slovenia, and citizenship after 10 years.

Single Residence and Work Permit for citizens of Bosnia and Herzegovina and the Republic of Serbia

The Republic of Slovenia has signed bilateral employment agreements with Bosnia and Herzegovina and Serbia, which define the conditions and procedure for issuing a work permit.

The bilateral employment agreements entered into force:

  • with Bosnia and Herzegovina on March 1, 2013;
  • with Serbia on September 1, 2019.

The permit is issued by the Employment Service, which serves as consent for the Single Residence and Work Permit issued by the Administrative Unit.

Citizens of BiH and Serbia can be employed if:

  • they are registered as an unemployed person with the Employment Service in Bosnia and Herzegovina or Serbia;
  • there are no suitable Slovenian candidates for the selected position;
  • they meet certain legal conditions.

The employment contract is concluded for a period of one year. Before the work permit expires, the foreigner can apply for an extension. If the conditions are met, the permit can be extended for three years.

EU Blue Card for highly qualified personnel (min. Bachelor’s degree)

The EU Blue Card is issued to a foreigner who wishes to enter, live, and work in the Republic of Slovenia on the basis of higher education. If an EU Blue Card is obtained, it is not necessary to additionally obtain a Single Residence and Work Permit.

To obtain a Blue Card, the foreigner must meet the following conditions or have:

  • a valid identity document (or a valid travel document);
  • valid personal health insurance;
  • consent from the Employment Service to obtain an EU Blue Card.

The employer and employee must sign an employment contract that guarantees a salary of at least 1.5 times the average annual gross salary in Slovenia. In this way, the foreigner can immediately exercise the right to family reunification.

Temporary residence permit for family members

A foreigner can, on the basis of a permanent or temporary residence permit in the Republic of Slovenia, obtain a temporary residence permit for their family members. The foreigner can submit the application at a Slovenian consular or diplomatic mission abroad or at the administrative unit in the area of residence.

The following are considered family members:

  • a spouse or registered partner;
  • a minor (under 18 years of age) – the child of the foreigner;
  • a minor child of the spouse or registered partner;
  • in some cases, parents and adult unmarried children of the foreigner.

In addition to the basic conditions, the foreigner must also prove the existence of a family relationship.

The permit for family reunification is issued for a period of up to one year (renewable for 2 years).

Temporary residence permit for study purposes

For study, specialization, or education in the Republic of Slovenia, a foreigner can apply for a temporary residence permit for one year (also renewable).

During their studies, the foreigner may be employed in accordance with the laws governing student work.
