If a Slovenian company wishes to post its worker to another EU Member State, the EEA, or within the Swiss Confederation, it can do so by obtaining an A1 certificate. With this certificate, which is issued for each worker individually, the worker confirms that they remain covered by compulsory insurance in the Republic of Slovenia while working in a foreign country.
Electronic submission of the application for the A1 form is carried out via the e-VEM portal; there are two types of forms:
- A1 certificate – single posting;
- A1 certificate – simultaneous employment for a worker who usually performs work in several countries simultaneously and for only one employer. An application for an A1 certificate can be submitted for the following categories of workers: drivers, service technicians, and installers.
ATTENTION! The application is only valid from the date of submission and cannot be submitted retroactively.
Some usefulinformation:
- Applications for obtaining and early termination of an A1 certificate can only be submitted via the e-VEM portal.
- An employer or self-employed person may submit an application for the issuance of an A1 certificate no more than 30 days before the scheduled start of the cross-border provision of services.
- Applications for obtaining and early termination of an A1 certificate for the following categories of workers can also be submitted via the e-VEM portal: drivers, service technicians, and installers.
- An A1 certificate can be obtained for a continuous period of up to 12 months and a maximum of 24 months per worker.
- For other categories of workers and for so-called simultaneous employment (working for two or more employers in two or more Member States), applications continue to be submitted directly to the Health Insurance Institute of Slovenia (ZZZS).

Entities liable to submit an application for an A1 certificate are business entities registered in the Business Register of Slovenia (hereinafter: PRS).
